Final (Adopted) Documents

On July 8, 2020, a public hearing was held on the 2040 General Plan with the City Council. At this meeting, the City Council received public testimony, closed the public hearing, and adopted a resolution that:

adopted the findings required by CEQA Guidelines Section 15091;
certified the Environmental Impact Report (SCH No. 2019049018) for the City of Kerman 2040 General Plan, including General Plan Amendment No. 2020-01;
adopted a statement of overriding considerations; and
adopted the City of Kerman General Plan Update by approving General Plan Amendment No. 2020-01.

The City of Kerman released the Hearing Draft of the 2040 General Plan on April 27, 2020. Public hearings on the General Plan will be held with the Planning Commission and City County starting in May 2020.

The City of Kerman released the release of the Final Environmental Impact Report (EIR) for the 2040 General Plan on April 27, 2020.

The Final EIR contains the comments received on the Draft EIR and responses to each comment. The Final EIR will be reviewed as part of the public hearings on the 2040 General Plan with the Planning Commission and City County starting in May 2020.

On May 7, 2020, an updated Final EIR was uploaded to reflect additional edits to further clarify and amplify what has been stated in the EIR, or make insignificant modifications to the Draft EIR such as correcting typographical errors or to correspond to updates to Table 3-2 in the the General Plan.

Revised Public Draft 2040 General Plan

The City of Kerman released the Revised Public Draft of the 2040 General Plan on November 21, 2019. Public hearings on the General Plan will be held with the Planning Commission and City County will be scheduled in early 2020 (dates to be determined).

Public Draft EIR

The City of Kerman released the Public Draft Environmental Impact Report (EIR) for the 2040 General Plan on November 21, 2019. This started a 45-day public review period with comments on this document accepted through January 6, 2020.

The public comment period on the EIR has completed. Comments received will be included in the Final EIR and reviewed at public hearings with the Planning Commission and City County (dates to be determined).

Public Draft Background Report

The Public Draft Background Report was released for public review on January 14, 2019.

The Background Report presents a “snapshot” of current conditions and trends in Kerman as of 2018. It provides a detailed description of a wide range of topics within the city, such as demographic and economic conditions, land use, public facilities, and environmental resources. The report provides decision-makers, the public, and local agencies with context for making policy decisions. Unlike the Policy Document, the Background Report is objective and policy-neutral. The Background Report also serves as the “Environmental Setting” section of the Environmental Impact Report (EIR) prepared for the General Plan.
